Calculate regulatory submission deadline from Day 0 (awareness date). Per ICH E2D(R1), Day 0 = date minimum information received (4 elements: identifiable reporter, identifiable patient, suspect product, suspect reaction). Returns calendar and business day calculations with overdue status.

> **Note:** This tool routes through an external execution backend. If `EXECUTION_BACKEND_URL` is unset on the server, calls return JSON-RPC error `-32603 "Tool execution backend not configured"`. Tools with `backend: native` execute in-process and are always callable.
