Return the default Bayesian-heavy weight configuration with calibration provenance. Weights: PRR=0.15, ROR=0.15, IC025=0.35, EBGM05=0.35. Derived from 40-scenario simulation (8 PV signal profiles × 5 weight configs) showing Bayesian-heavy achieves best signal-to-noise discrimination (76.0 vs 73.1 for equal weights).

> **Note:** This tool routes through an external execution backend. If `EXECUTION_BACKEND_URL` is unset on the server, calls return JSON-RPC error `-32603 "Tool execution backend not configured"`. Tools with `backend: native` execute in-process and are always callable.
