Self-observation gate for the brain flywheel. Takes brain health metrics and determines if the flywheel can see itself spinning. Checks implicit store health, verdict coverage (sigma), tracker integrity, and guardian responsiveness. GREEN = full self-observation, YELLOW = partial (degraded tools), RED = blind (cannot measure own state).

> **Note:** This tool routes through an external execution backend. If `EXECUTION_BACKEND_URL` is unset on the server, calls return JSON-RPC error `-32603 "Tool execution backend not configured"`. Tools with `backend: native` execute in-process and are always callable.
