Dose-response relationship classifier: takes low_dose_rate, mid_dose_rate, and high_dose_rate adverse event frequencies and classifies the relationship pattern. Uses cross-variable comparison to determine monotonic increase, threshold effect, inverse response, or flat response. Critical for Bradford Hill dose-response criterion.

> **Note:** This tool routes through an external execution backend. If `EXECUTION_BACKEND_URL` is unset on the server, calls return JSON-RPC error `-32603 "Tool execution backend not configured"`. Tools with `backend: native` execute in-process and are always callable.
