Route a case to one of three expedited-reporting timelines per ICH-E2D: 7_DAY if fatal or life-threatening AND unexpected; 15_DAY if serious AND unexpected; else NON_EXPEDITED. Expectedness must be 'listed' or 'unlisted' (per product label); 'unknown' yields the more conservative branch.
