Consensus signal classifier across 4 disproportionality measures (PRR, ROR, IC, EBGM). Counts how many methods detect a signal using standard thresholds: PRR>=2.0, ROR lower CI>1, IC025>0, EB05>1.0. Classifies as STRONG (4/4), MODERATE (3/4), WEAK (2/4), MARGINAL (1/4), or NONE (0/4).
