Microgram: classify-case-seriousness

Classify a case as SERIOUS or NON_SERIOUS per ICH-E2A: any of the six seriousness criteria true → SERIOUS; otherwise NON_SERIOUS. Each criterion is a separate boolean input: death, life_threatening, hospitalization (or prolongation), disability (or persistent incapacity), congenital_anomaly, medically_important.
